drawing units are changing

When you create a drawing in Civil 2016, the units of measurement are set to meters (INSUNITS <6>). If you later open it in AutoCAD 2016, the units return to the dimensionless value (INSUNITS <0>). What could be the problem?

Are you opening the drawing from a computer that only includes AutoCAD or are you running Civil 3D as AutoCAD?

 

If I run Civil 3D as AutoCAD, INSUNITS remains set to 6.

I open the drawing from the computer which only includes autocad. if i run civil 3d as autocad then the value of INSUNITS does not change

Does it have anything to do with how the coordinate system is set? From Toolspace, Settings tab, drawing settings:
