Do I need to edit the reference temple styles in the project-specific drawing file to customize it?

Hello,

At my previous job, I never encountered this problem. The way they set up the company-wide custom template at my current job is different. It is in the process of being developed. Therefore, it does not have all the styles we need. Even if it has most of them, we still need to develop the drawings through the design process based on the project. Whenever I try editing a label style or a pipe type or a color to match the company legend (some of the layers are still civil 3d defaults, but not our customs), I receive a warning that says to cancel/make a local copy/apply changes only in this drawing session. Can we avoid this? Can we edit the styles that came with template in the active drawing file with out having to edit the reference template or without having to create local copies? I just can't recall how we set it up at my pervious job. There has to be a way so we can work through the design process by still following the company standards.

The best way is to not use reference templates as you company standard. Otherwise, you'll have to create a local copy of the reference to edit. Personally, if you're developing the template take the reference template out of the equation until you have something viable and stable.

Sounds like you are using the dynamic template reference feature.  We tried using this and found it to be more of a pain than helpful so we stopped using it.  I'd recommend that you remove the dynamic reference from your template and go from there.  You and your organisation need to go through the design/drawing process, gather all the labels that are missing and add them to the company template.  Even then you will never create every label that suits every user.  I often amend labels to my taste.  Our template contains 90% of the labels/styles I need.  I edit/amend to get the last 10%.
