Difference Size of the same Drawing Between Model and Paper space

Hey Guys,

as you see below image I  have created a graphic scale in model view the dimension of it is correct if i copy and past it to the paper space it take small size than one exist in model view but if i want to measure the dimension of each of them are the same as you see in the image, even you see the size of each other are different, the scale and unites in model and layout is the same, any idea?Untitled444.jpg

Perhaps it's an annotative block? Hard to see what's going on. Please share the drawing.
