Created Section Sheets switch units to metric

I have a very large model that requires hundreds of cross sections to calculate earthwork quantities. 

 

I have a layout template (dwt) sized to Arch D Full Bleed 24'' x 36''. When I create multiple section views, referencing said layout template, the sections plot in model space within the pages (good). However, when I create section sheets under the layout tab, each layout tab changes to its millimetre equivalent of 24''x 36''. Each layout tab is created with the wrong units and thus the group of sections are all sized incorrectly (bad).

 

I can fix each layout tab manually by changing the units back to inches in page setup manager. Does anyone know how to adjust them all at once or how to keep the units from switching? I have hundreds of sheets.    

 

Both the dwg model and dwt layout template are set to imperial units in the drawing setting. Everything looks like it matches each other and all the setting are in imperial. I do not know why the layout tabs switch to metric when I create section sheets.

Hopefully someone can come to  rescue you on this problem.  I could not.  Since you are apparently associated with the US Army Corp of Engineers, my closest guess is either the Russians or the Chinese.
