Create a Tin Surface from .laz file?

I have a lidar point cloud file in (.laz). I would like to create a TIN surface in Civil3D from this data but cannot directly create a surface. What is the best free method to convert this file and begin creating a surface in C3D?

 Yes, you can crop it in Recap.

BTW, you'll need to know the native coordinate system the drone pilot used when performing the survey. If you guess wrong or don't honor the existing native CS, you'll have issues. Big time issues.

 

FYI, you can use any CS in your dwg but you'll STILL need to know the native CS of the drone survey.
