Thanks for posting your drawing. After a RECOVER, with a record 155120 Errors, I assigned QND95b/QatarNational Coordinate System. Here's the results of using the Transformation Tool.

I'm using Civil 3D 2022, so I'm not sure if there's a problem with 2023.

Edit: UTM84-1N won't work because it ends up WAAAAAAY outside of the limits of that coordinate system. Try UTM84-39N instead.

Thanks for posting your drawing. After a RECOVER, with a record 155120 Errors, I assigned QND95b/QatarNational Coordinate System. Here's the results of using the Transformation Tool.

I'm using Civil 3D 2022, so I'm not sure if there's a problem with 2023.

Here's steps I used that work:
Step 1: Use MAPCSASSIGN to assign QND95b.QatarNational to your drawing.
Step 2: Save drawing
Step 3: Use Transformation Tool to transform to UTM84-39N.
Step 4: Use GEOREMOVE to remove assigned coordinate system.
Step 5: Use MAPCSASSIGN to assign UTM84-39N.
Then things work as expected.

first of all thanks for your response, secondly, I am using civil 3d 2023 I follow all your above steps but on the Third step software closed unexpectedly, I mean same issue. Before I was using version 2022 in that version this tool was working but in version 2023 it is not working.

Looks like it's time to start a support ticket with Autodesk. Post back if you get a fix from them.
