Converting .tiff file to a civil 3d surface

I have a survey and a .tiff file that a surveyor made me from a City LIDAR file.  Can someone lead me step-by-step on how to convert a .tiff file to an AutoCAD Civil3d surface and bring it into the survey.  I have attached boundary survey and .tiff file.

Add it to your Surface as a DEM File

Hi Gregory,
To add a bit to Allen's response, after you add the DEM to your surface definition, you'll need to turn on Major and Minor Contours in your surface style. Note that the DEM only overlaps the north part of your drawing. Also note that neither your drawing, nor the DEM, have a coordinate system assigned to them.
