Contours labels from other layouts make gaps in my contour lines.

I have a contour label on one layer (LitC1) in one layout (C1) and in layout (C2) I have that contour label layer frozen but I still have a gap in my contour line where the label is in layout C1. Is there a way to fix the missing/hidden piece of contour line on C2?

I sounds like you're freezing the label object layer rather than the layer specified in the label style. Freeze the layer specified in the contour label style and it should give you the desired result.
