cogo point block size

Our survey department is using cogo points for catch basins and manholes. The block shows up about the correct true size in model space. The blocks do not change size when the annotative scale changes, but in paperspace they do not show up correctly. Is there a setting I am missing in my drawing? the survey file is xref'd into my file.

Hi,

Go to your point group and edit point style.

At the right side of the edit point style window who have scaling for blocks.

How does that affect the point style that is in a drawing that is an Xref in my drawing? I am not importing or displaying the points in my dwg, the points are in the xref.
