I'm importing point in Civil 3D and have COGO point.
I try to understand how the attributes are working:
Could we create multiple attributes? How do we do this?

As far as I am aware, the only Attribute for CogoPoints is the Name, as shown in your image. As Andrew pointed out, you can add additional UserDefinedProperties to points. You can also now (C3D2016 w/SP2 & C3D 2017) use PropertySets http://help.autodesk.com/view/CIV3D/2017/ENU/index.html?caas=caas/CloudHelp/cloudhelp/2017/ENU/Civil... for any object.
