Clip a GIS linked aerial image to project area
Sadly the clipping feature you seek is not possible in Civil 3D via Map Data Connect:

How are you adding the image to your drawing?
If you’re using a Data Connection then you can RESAMPLE the raster. Performing resample won’t ‘technically’ clip the raster but it will limit it so only a smaller portion will be displayed.
Can you upload screenshots showing the way you’ve added the raster to your drawing?

on another note, I have noticed with FDO connections, my C3D constantly wants to query the image somehow and it is super frustrating if the image is big. Is there a way to stop the querying / resampling while panning and zooming? I find MAPIINSERT does not have these performance issues. Thoughts?

Resampling rasters works with Rasters that are connected using the Data Connect Palette (FDO connection). Rasters like those acquired with a Data Connection will appear on the Map Task Pane and right-clicking on a raster's name as displayed in the Map Task Pane will display the option to Resample through a shortcut menu. (But you probably already know this.)
Resampling can also occur with a WMS connection (refer image-1). The resampled image is limited as shown below. If it wasn't resampled then the image would fill up the entire modelspace and there'd be an irritating lag whenever the image refreshes.
There's also a free plug-in offered by ESRI (refer to image-2) named ArcGIS For AutoCAD. The plug-in will provide a new Tab and with a new Toolset.
From the Toolset, select CONTENTS to get ESRI Content Palette shown below. Then, from a Layout Tab, you can CAPTURE a smaller area of the image so it's confined to the portion that's displayed 'inside the viewport' (refer to image-3). The captured portion must then be named and save in png format. Unfortunately, no other formats are offered and it won't include a world file so the same 'captured image' can’t be georeferenced in another dwg.
There's also Autodesk Connector for ArcGIS that's already part of the program. The Planning and Analysis workspace has the button on the HOME Tab while the Civil3D workspace has the button on the INSERT Tab. I have not tried 'capturing' a smaller portion of an image from the connector toolset.

The parcel lines?
Or both?
You’re mistaken if you think that’s the only aerial imagery available. There are alternatives, you just have to know where to look. Imagery is never one-size-fits-all. It varies from site to site.
What works for one area may be exclusive to that specific area. What works for another area will be different and might likely be something you’ve never used before so you have to be open to new and alternate sources of online imagery.
Can you share the town and city of the area in your image?
