AutoCAD Civil 3D is for civil engineering design.
AutoCAD Map 3D is for GIS/mapping.
If you subscribe to AutoCAD Civil 3D, you get AutoCAD Map 3D with it. (Planning and Analysis workspace)
If you subscribe to AutoCAD Map 3D, you do not get AutoCAD Civil 3D with it.
Both can do COGO and display terrains, but Civil 3D can compare terrains for volumetrics, has tools for creating design surfaces, has a COGO Point database, includes a robust survey database, and lets you create alignments, profiles, sections, etc. AutoCAD Map 3D has tools for attaching database information to drawing objects, theming those objects based on the database values, importing and exporting to popular GIS formats, creating and analyzing topologies, and other GIS tools.
