Is it a special case for Civil 3D 2023.2? Have you seen Civil 3D 2023.1 or other updates on Autodesk Desktop app before?
Could you try to restart Autodesk Desktop App with following steps?
1. Close Autodek Desktop App
2. Open Windows Task Manager, go to Services tab
3. Stop service - "AdAppMgrSvc"
3. Delete folder "C:\ProgramData\Autodesk\SDS"
4. Start Autodesk Desktop App again

So long as they have so many issues showing up I am not going to put the amount of time and and take a chance I'm going to run up with another issue our department is the survey department and it's very straightforward we work on anything that has to do with survey and if there's anything that interferes with those functions then I am going to eliminate the issues and that's what I've done by just having the stock C3D 3D 2023 with no updates and I'm back to doing my job. I just want the software to work the way it's supposed to without us taking time to debug the software.

I've been waiting in anticipation for this to happen with every new version since I first got Civil 3D at the 2011 release....and every time it has failed in some way...typically functionality that worked flawlessly is broken and new things fail to live up to expectations...😣

I'm having the same label issues within Viewports from my pipe networks (both pressure and gravity networks). The labels display when zoomed out, but when you zoom in they disappear. I was hoping that they would at least print even if they don't display, but they do not. I only hope that people aren't submitting final plans after this update without noticing the sporadic label disappearing issues.
@freeziepop2018 could you please help to record a video or screencast for us? This will help us to reproduce the issue.

In the image attached you can see a few civil3d label types/styles and when I pan the viewport, with the update installed, the labels disappear once the "source" point is far enough away from the viewport. I uninstalled the update and this same drawing works fine.
I've attached screen shots of what my sheets look like when I open them (the label's don't always disappear) and what it looks like after I regen all. The pipe & structure labels do not appear, but after regenerating they show back up. I've had quite a few instances where I ended up labeling a structure or pipe twice because it did not show up when I opened the sheet, but when I go to it later it has 2 labels.
I'm having issues with pipe labels being reversed. This label used to point the other direction. It still does point the correct direction when opened in an older version of Civil 3D. 2023.2 broke it. I've yet to find a way to reverse it. Not all labels are backwards, just some, so I can't simply flip everything. Relevant pipe settings have been triple-checked (pipe flow direction start to end, start structure is DI, start invert is higher than end invert), the pipe is fine. It's the label.

I've uploaded one of the projects that I've experienced the issue (it has happened on multiple). In the "9290.07 - Green Alley - Utilities.dwg", you'll see in paper space, I've got viewports that are only to show structure labels. I think what might be part of the issue is that I pull all my structure labels off to the side in model space and lock them in place in a list type format. The labels that are CLOSE to the structures show up in viewports, but the labels that are pulled off to the side in the list disappear once you zoom in (they show up when you zoom back out, but that isn't helpful to me).

Also please note that the dwg that I provided has labels for both pipes and a regular profile alignment. The labels not appearing are identical for both of these instances.
The problems I'm having are also in viewports in my sheet layouts. When I go to model all the labels are there. I'm also having a problem now where my pipes are disappearing out of my profiles. It's weird because its not all of them its just 3 or 4 at a time, but it's getting annoying having to redraw the pipes into the profiles and label them again. I've tried to promote the data shortcut, so I hope that helps. I wanted to avoid that because I have other drawings that reference the same pipe network.dwg so now I'll have to make sure changes get updated in both drawings.
@freeziepop2018 @brandonplummer Reviewed your drawing. In this case, suggest you to turn off viewport optimization by typing AeccViewportOpt off. the system variable is to control Hides or displays labels outside of current view, and is for paperspace only. The benefit of this command is for performance. we can switch from model space to paperspace quickly.

Also we have made a fix on latest build. whether you turn it on or not, during plotting, we will plot all labels.
