Change order of right click context menu when object is selected...

I am seriously losing my mind. I have searched all over the place and can't find squat. How and where can I change the order of my context edit shortcut? Example: When I select a block, (or anything) and then right click my context menu comes in at the bottom, whereas it used to be at the top. No matter what I do, I can't make the contextual right click menu go to the top. I've been working on this for days and am surprised I'm not bald, because it feels like I'm just pulling my hair out. 

Any help on this would be truly appreciated.

The contextual menu appears either at the top or bottom so it will fit on the screen.

Below is a snip of an element near the top of the screen and one near the bottom of the screen. Is this what you are referring to?
