Change cross slope on a road at catchbasins

We have a road commission that wants all roads at 2% cross slope, except at catch basins it needs to be a 3% cross slope.
We usually just put a a surface adjustment factor into the catch basins so the rim reflects the 3%.
Now on newer projects the road commission wants detail grading on all cross slopes and such. So we use percent slope arrows to label the cross slope. From now on we want to model this 3% cross slope so all smart labeling works.
What would be a best practice on this? I would design a road at 2% cross slope. Place catch basins. Then how would I easily make the cross slope at specific catch basin stations slope at 3%, with a 10/15' adjustable slope to and from the catch basin.
