can't figure this layer out!

Greetings...I have been fighting this dwg for over an hour over 1 layer.  If someone has time to look at this for me, I would appreciate it so much.  If not, I certainly understand....heres the deal.  I have a sheet called "demo", and an xref called "x-base" (actual names are longer).  There is a layer within the "x-base" called cont-text which is my contour labels for my existing ground.  I cannot for the life of me get that layer to display in my demo dwg.  This is the only dwg in the set that this is happening in.  I can flip to mode space and turn on all layers and I see the labels, but not in PS.  All layer display settings are correct as far as I can tell.  I've attached a zip incase someone cares to look.

The surface is on the C-TINN layer which is turned off in the Demo dwg. Turn it on and the labels appear after a Regen.

Yep - was just about to post that.  I have an add on tool I use to debug those issues.

I knew it was simple!  I worked in all other dwgs.  I appreciate everyone checking into this for me.
