C3D labels not showing up in paper space

I am having an issue I have never seen before.  I have a survey drawing with labels that seem to appear and disappear as the viewport changes.  I opened the drawing today and noticed some labels were missing.  I checked to make sure the layers used to create and or place the labels were not frozen or off.  labels are not placed on defpoints layer and the 0 layer is turned on.  I can get some labels to suddenly appear if I move the vertices of the viewport and then regen but the label will disappear when the vertices are moved back.  Everything in Model space appears as it should.

Could be an Annotation Scale issue? Check to make sure the labels are set to use the same annotation scale as the viewport.

When I try to select what I think is a viewport, it's really a block. How are you moving the vertices, and where are they?

There is a new(ish) setting in Civil 3D, meant to optimize label display in a fashion similar to how they do Surface Level of Detail. 

 

Type _AECLabelOptimize and set it to off.

Also check viewport is in plan (Top) view. Had one file where modelspace looked fine and a layout viewport different. A tiny amount, fraction of a degree, off vertical (Top) meant objects displayed with model instead of plan display rep.

I opened the file and saw everything that was in model in paper.... Are you trying to move labels to paper space? NO DONT DO IT

Ive discovered another little twist to this issue.  Originally these drawings were created in C3D 2022 and I am now working in C3D 2024.  I opened the drawing in 2022 and there they all are...everything looks as it should.  This makes me wonder if Tim's comment might be the ticket.  Either way I am rolling with 2022 since I have an extremely tight deadline (this never happens when you have tons of time).

If your labels are not entirely within the viewport or cut off by the viewport in the slightest. They will not display. To fix this type AECCVIEWPORTOPT and set to off.

Welcome to Civil 3D forum. I apologize for the delay in responding to your query. However, if you consider using the 2024 version, Tim is correct that setting the AECCVIEWPORTOPT (introduced in  2023.2 update) variable to OFF can resolve issues with labels not displaying correctly. Additionally, some users have reported that setting the AECCLABELOPTFLAGS variable to 1 also helps in addressing similar problems.
