Yes you can do it using a link label style and assign it to the corresponding link in your code set style.
Attached is an example to get you started.
The link label style named "VerticalDimLabel" produces a vertical distance label similar to a dimension label
It uses one construction line that is not visible, and from that defines the lines that make up the visible label lines.
The label style uses 3 expressions, "ElevChange" to calculate the vertical height difference for the text, "NegDeltaHeight" to set the height of the vertical line length and "DimHozOffset" to set the distance the the vertical line is offset from the end of the link.
Have a look and modify the style to suit you exact requirements.
To add the arrows, just add a block into the style and attach it to the horizontal dimension line. You will need one at the start of the line and one at the end of the line.
