I have a drawing that shows a small circle as an AECC_Point, however I cannot change the style to show the elevation of the points. Are these points that need to be imported, if so I did not receive the file.

You most likely have a drawing containing old Land Desktop points. Try Convert Land Desktop Points (AeccConvertLdtPoints).
