Property Data Sets tables show blank angled brackets

Civil 3D 2018 Property Data Sets labels show as great in the xref (source file) within a pipe network table. But when we reference it into plan sheets the xref just shows empty brackets where the contents should be. I've seen forums stating that this is an issue with 2017 V1 and is resolved in 2019 but our project cannot move beyond 2018. Is a service pack going to be released to resolve or are we out of luck until we upgrade?

I don't foresee 2018 getting an update. 2018 loses support once 2021 comes out, which if history is any guide should come out this month.
