Displace dash line from tooltip perpendicular to Alignment ( C#.net)

Hi

I am trying to get the station off an Alignment by using a PromptPointResult.

Is there a way to show the Dash line from tooltip perpendicular to Alignment with the tooltip move, and get station display text at the same time?

just like we using offset command and the "Through" options:
