mesh not following biped movements

hello. i just generated a character and downloaded, imported the fbx into max 2016 (i selected the option for 3ds max medium res skeleton) and ran the script to convert to biped.  when i select a foot bone and move it, the mesh does not follow the skeleton.

 

there are skin modifiers on the mesh and it appears as though they are linked with all the bones in the biped.

 

any other things to check?
