After that, this series of short videos guides you, how to publish from Revit, exchange designs with other teams, or understand changes between design versions.

I am a Docs & C4R/Team license holder, and an account admin for both. I can use Revit to upload to a new Revit file using BIM 360 Document Management, and am able to publish the sheet information.
But, when looking at the project's admin > Services page, I don't have Team Collaboration as a service to activate. This is for a newly created project.
I've looked over the Getting Started guide, but it doesn't look like I have missed anything. Thoughts?

You didn't miss anything. Sounds like your next gen BIM 360 account hasn't been provisioned yet for the Design Collaboration module. Based on your description, you should have gotten the module provisioned last night when we ran our script, but it sounds like that didn't happen for some reason.
You should be getting an email shortly with information on BIM 360 Design, which will link to a web form to get a BIM 360 account going. However, you've already got one. I'll send you a PM and we can work this out.
