Deactivate Design and Collaboration module for specific project

only option is to make project inactive

I'm afraid not but...  another option is to set Design Collaboration module to No Access for all the members of the project, deactivate the teams, and maybe adjust permissions to folders used by Design Collaboration members to View Only. You can delete folders but I'm not recommending that!

Some good news!    The ability to deactivate a service on a specific project is now available in BIM 360 Administration.  Please see these release notes for details:
