Issue behavior changed - users can't reassign to a role?

Previously an issue assignee (by role) could reassing an issue to another role.
Eg Architecture Team could reassign the issue to Structure Team.
Has that behaviour been taken away?
Looking at the knowledge base (updated 30 Jan 2023), it seems a user can only reassign the issue to another user, not a role.
This is a big problem for us.

There was an email days before the support page update. Not sure if this is related.

Thanks @Chad-Smith . Yes I think that is related & confirms it was an intended (if unhelpful) change.
I'll submit an 'idea' that the previous behaviour be restored & see if it gets any traction. I won't be holding my breath though.
