Issue behavior changed - users can't reassign to a role?

Previously an issue assignee (by role) could reassing an issue to another role.
Eg Architecture Team could reassign the issue to Structure Team.
Has that behaviour been taken away?
Looking at the knowledge base (updated 30 Jan 2023), it seems a user can only reassign the issue to another user, not a role.
This is a big problem for us.
