There is no better. But there little different. Not knowing your needs make it difficult to suggest one over the other.

What additional software would I need for BIM 360? What are you trying to achieve? Beside, you know bim360 it's a common data environment platform, not a software. So you will need Revit, maybe some bim 360 module (model coordination and field)
Does it support ISO 19650 Well? With ACC there is a settings for ISO naming convention, but i don't think it does more than that. Folders and workflows is up to you.
