Can multiple users use the same forge app at a time?

Do you mean if your web application can have multiple users? If so, yes of course. A typical scenario will be that your app is deployed on the cloud and you will have many users.
If you mean you want to share your client id among your colleagues, then yes you can, too. As a company you normally use one app and maintain keys securely as a company.
