Rendering underwater vortex

How do I render an underwater vortex?

 

Assuming I have a (two-phase, water/air) grid-based water simulation (e.g. FLIP), and the surface is extracted from a distance function on the grid. The underwater vortex generates a particle current but doesn't introduce air cells into the water. Therefore, it wouldn't show when extracting a surface, right? Sounds like I need some coloring or some objects that are advected with the water to give any indication of movement.
