Ice cream melting sim -- Delay bifrost from outside in...

Hello,

 

I'm inquiring about how to generate an ice cream cone melting simulation properly, and am theoretically trying to think of how this would work in the real world.

 

My main issue with the current simulation I'm working with is that it all melts at the same time, whereas in the real world I would assume the outer part begins flowing before the inner.  Is there a way to delay the internal particles to keep their form vs all flowing at once?

 

Also, because its flowing all at once it generates a force that has it 'waterfalling' off the edge of the cone vs having it run down the cone, I've shaped the ring of the cone to be uneven with the hopes the liquids catch, but because of the aforementioned 'waterfalling' issue, this doesn't happen, is there a way to have the liquid stick to the cone collider?
