That's a rather complex setup you want there. 🙂 I can't do all the work for you, but I can give you some hints of where to start. For water, you can use MPM with a source_mpm_fluid to create water. Then you can select some of the MPM particles and use the as sources of smoke in an Aero simulation. For bubbles, you could use a particle system and noise influences to generate motion that sort of looks like bubbles. To make it all look real, you obviously also have to use the right shaders with Arnold. It will take some work, but hopefully that'll get you started. 🙂
