D3DCompiler_47.dll missing error

An installation of Design Review 2013 is not working because of an error that says D3DCompiler_47.dll is missing.

Repair, Reinstallation does not fix the problem.

Any ideas?

Windows 7 SP1

I realize now that it is Microsoft's problem and we are having an IT person come in to fix it.

The way the error is written which includes a prescribed fix (repair/reinstall) makes it seem that it was a problem with the Autodesk product.

We already googled it, by the way. Kudos for replying.
