I would think that an international standard that covers everything you listed is pretty much an impossibility...

>> this is going to be contract-dependent, and up to the owner, approving agencies, and the company creating the drawings

>>definitely a company specific thing -- there are way to many possibilities for any broad, generic standard to be applicable

>>I'm not sure what you mean by this... There are a lot of 'cadd systems' (as in software applications) with varying degrees of compatibility and limited interoperability
4. Layering Conventions, Colors, and Line Weights
>> almost impossible - even the US National CAD Standards is only partially successful in doing this for a limited subset of disciplines
5. Layer and Template Files
>>see above, and treat as a company -specific item
6. General Construction Drawing Practices and Symbology
>>various ISO and ANSI standards could apply. possibly EU (DIN)also?

>>7, 8 & 9 will have industry and/or national standards, coupled with company typical practices. International Standards as such can't exist. Heck, even units of measurement vary internationally
10. QA/QC CHECK LIST
>>again, an international standard really can't exist. different jurisdictions will have different requirements.
