I believe you can manually fix the AcPerfMon.msi problem

But I would first check how you install AutoCAD. Are you using a deployment file? If so the problem could originate with the deployment file. Go to manage.autodesk.com and download the installation files directly from there (browser download) or do an installation with the autodesk desktop app.

As @WeTanks said, also check your user profile before installing: make sure you have administrator rights, shut down UAC

如果您仍有 AutoCAD 2019 安装文件夹，请浏览 Autodesk AutoCAD 性能反馈工具 1.3.0 MSI (AcPerfMon.msi)
1， 在打开的窗口消息中单击“浏览...”。
2， 在文件夹“/Tools/PerformanceTool/”（默认为“C:/Autodesk/AutoCAD_2019_English_Win_64bit_dlm/Tools/PerformanceTool”）中搜索 2019 AutoCAD 安装程序随附的 AcPerfMon.msi 文件。

删除 Autodesk AutoCAD 性能反馈工具 1.3.0
1，下载Microsoft 疑难解答（也称为 Microsoft Fix-It）。
2， 运行 Microsoft Fix-It 以远程 Autodesk AutoCAD 性能反馈工具 1.3.0。
3， 重新运行 AutoCAD 2023 安装。
