Add function to manual delete blocks from DWG or DWT
I had the problem that there are orphaned blocks left at a DWT that I'm using at P&ID. The _PURGE tells me that these blocks are referenced somewhere, so they are not removable. Since the solution to remove them is quite complicated and have some side effects I would prefer to remove them manually (ignoring the reference counter).
