Scale issue in block insertion

Hello Reader
I have attached an image for reference. 
I am facing an issue with inserting blocks. I am inserting two blocks but one is really small and the other is too large. 

I created the small using the wblock command but the large one was extracted from another dwg along with its attributes.
I don't know how to make the size of the two, same... or maybe increase the size of the drawing space so that at least the blocks that were extracted from the other dwg do not seem too large.

I opened a new drawing under default project-> P&ID Drawings named trial3. The yellow box seems to be the drawing space and the maximum values are just x=26 and y =20, even when i tried to change the units to millimeters etc, there was no change in the maximum values. 

In short, can you tell me a way to make the two blocks of the same size? If not that, then how can I increase the size of my drawing space(the yellow box)
Please help me..

@ss6153 You can use the scale command to increase or decrease the size. you can use the limit command for drawing.
