Custom Border for Orthographic Views

I'm new to Plant 3D and am trying to setup or company border for orthographic views. The border measures 36"x24" in paper space but according to paper check, it's measuring 12.0x9.0??? I've also changed the paper size in Page Setup Manager and am still having the same issue. Any assistance would be appreciated.
