Copy Custom Part - Cannot Create Part Record

I can convert the part and add ports. Go through the steps in the Custom Part dialog and place it on pipe.  The issue comes when I try to copy the part.  I get the following error.

This part was created in Inventor and then exported to a 3D DWG.  I've attached the DWG file.  Does this error happen to anyone else with this file?

I've created other parts with Inventor that have given me no issue at all...

i have edited the drawing with the PLANTPARTCONVERT command.

This is the same process I followed, but it gave me that error.  It's also giving me problems on another block as well..
