Right-click > Properties you can change all the dimensions.

I prefer my support diameter to be less than the pipe diameter, it makes welding it on easier.

It's not about preferences, but about standards. A smaller support will not be able to hold the load from a larger pipeline.
Moreover, this behavior is only for supports that are installed on the pipe bends
