Tool Catalog not loading

Multiple users on our network have lost their tool catalogs. It seems that for some unknown reason users started losing access to their tool catalogs. Now they just get a blank New Palette and all the tools from our company catalog are missing. Problem is that everyone uses the same profile and it did not change. About 25% of the users still have access to the Tool Catalogs when they start AutoCAD.
I still have mine (CAD Manager) and can't seem find the problem. We are using AutoCAD MEP 2017.
I have attempted the following without success to repair the problem:
1. reload the profile.
2. Re-create the Tool Catalogs
3. Repair AutoCAD
