Some users have Wipeout issues with Blocks from Tool Palettes

Autocad MEP 2019. Service pack 1 is installed.
We have 2 users in the office that are experiencing draw order issues with wipeouts when inserting blocks off our enterprise tool palettes. They have the 2019 update. The blocks are coming in correctly for everyone else. Just these two users are having issues. Even in a new drawing.

I have tried the following:

  • Creating a local tool palette on their machine with the blocks.
    • Using ADCenter and right clicking on create tool palette of blocks within a folder.
  • Resetting CAD to default settings.
  • Reimporting the profile.
  • Ensured that project navigator was closed and that we werent having weird palette issues because of that.

The way that we distribute our palettes is via a profile. When ever we make changes to the palette we reexport a new profile to our network drive. Let me know If you need more information on this.

------------

Additionally these two users are not able to use our Wipeout to back of block lisp. The lisp works fine for me on my machine and other machines. But not for these two users. Its like their Autocad is not working with wipeouts at all. The code for the lisp can be found at the bottom of this link: WipeoutToBackOfBlock.lsp

Does anyone have any thoughts on what could be causing this. Let me know know if screenshots our further information would be helpful.
