Read Only Locked Tool Palette - Again

Why is it that AutoCAD Arch/MEP consistently makes the tool palette "Read-Only" and is there any actual way to fix this when it happens? All of the available info online suggests the same fixes that don't work and eventually the final (and only) fix is to re-build the tool palette, which takes hours upon hours. 

This has been an ongoing issue for YEARS. 

Are there any actual fixes to this issue?

Yes these are the same fixes that don’t work, and notice that it eventually suggests “re-building the palette”.

If the only solution that works is to spend hours rebuilding the entire thing then it’s not a solution at all.
