Edit Object Type List not displaying

I cannot get my Edit Object Type List to display.  When I go into the CUI and select Quick Properties and click on Edit Object Type List, I get the following:

Unable to find the rules file: C:\C3DPipeRules.xml

I'm using AutoCAD 2019.  Any suggestions?

Are you using plain AutoCAD 2019? You seem to need to activate a Civil3D tool instead, perhaps you have a missing C3D Object Enabler
