Creating a PDF with multipal xrefs

Can create a pdf with the option to turn off xrefs rather than layers?

Nope. But... you can place those XREFs on unique layers, then you can turn off those layers.

How to place an xref on its own layer? Like you place anything else on a unique layer, you first start LAYER command and give it a unique name, then you can use PROPERTIES command to move the XREF to that layer.

Or did I misunderstand your question?
