Why can't I switch between layout tabs while a command is active?

I used to be able to switch between Model/Layout tabs while a command was active in AutoCAD Mechanical 2013.  I'm running 2019 now and must escape out of any commands before I can switch tabs.  I jump back and forth between tabs frequently to check/verify items and this gets very frustrating.  Is there a setting to override this?

Which commands exactly?
and if I may be so bold to ask, why is that a dire need for every day use? Just asking, I'm not able to wrap my head around this as a dire need.

I spend a fair amount of time detailing/annotating multiple layouts and need to jump back and forth to verify details.  Many times I will be in the middle of typing text, adding dimensions, or verifying measurements when I realized I need to momentarily check something on a different layout.  Since I am used to having the ability to quickly switch between layout tabs, I continue to find myself clicking on the different tab just to realize I have to cancel my operation and then try to change to a different tab again.  Then, after switching back to the layout tab I was originally working in, I have to resume my operation.  It's not a major deal, but a frustrating change to get used to and additional operations that don't seem necessary.

I've never been able to do it but it's been a while since I used 2013versions: you may have discovered a quick in 2013 that got "fixed" after that.

This is expected behavior. When a command is active, AutoCAD will not allow you to switch tabs as it will lose the focus on objects selected say in layout 1 when you swtich to layout 2.
