How to prevent double clicking outside a viewport to exit it from invoking AMPOWEREDIT on a block in model space?

My company just switched from Vanilla to Mechanical and we are experiencing an issue with AMPOWEREDIT. What happens is we double-click on empty paper space to exit a viewport, but there is a block/x-ref in model space outside of what is shown in the viewport. Even though the block/x-ref is not visible and I am clicking on empty paper space, it will invoke the AMPOWEREDIT which calls the REFEDIT command to edit the block/x-ref. (see pic)

This is very annoying as some of our blocks/x-refs are very large files and it can take 30+ seconds to open the REFEDIT dialog box just to hit Cancel. This really interrupts our workflow.

Is there any way to fix this?

We figured out that if you hold the control key down while double clicking, it will prevent calling AMPOWEREDIT and it will exit the viewport
