I don't know Mechanical, but in AutoCAD. Dimstyle > Modify > Primary Units > Decimal
"D" at the command line should launch the "Dimstyle manager"

Since you are using AutoCAD Mechanical, you can change the dimension style from the current state to the AM_ANSI style. This will change the fractional dimension to a decimal. You can make this change via the Properties Palette. However if you choose to keep the same dimension style, you can change the "Primary Units" of the dimension string from Architectural to Decimal. To to this you will want to click the dimension line, within the ribbon the Power Dimensioning tab will appear, and click the arrow next to "Dim Text". Here you will see the option to change the primary units.
