Fixing Vector Files for Laser or Pattern Cutting

SO: I work for an engineering firm that, as something to keep our laser cutter making money, we've been taking orders from customer who want artsy laser cut stuff. The problem with that IS:

That they often give me non-dxf files: like Pdfs or bitmap images, that involve me having to use program like inkscape to convert the drawing into dxf files, and THEN cleaning up the dxfs in AutoCAD so that Dr. ABE (the old vector file-to-G Code software that my company uses) will actually accept them. This has turn out to be a pain in the rear, though, as in the process of making them into vector files that are both practical to cut AND don't have little artifacts such as overlapping lines, little gaps in lines, or little lines hanging off of edges, has proved to be very time consuming.

What I would like to know is: is there an autocad Plugin or some kind of dxf-editing software out there that can take polylines and turn them into closed loops that are pattern-cut friendly?
