Add "Apply" button to the Rubber Sheet command dialog box. This would allow the user to view the raster transformation result before clicking Ok and accepting the result. This would also allow the user to tinker with the control points and see the impact after each change, with the dialog box kept open, in order to get the best possible fit prior to clicking Ok which closes the dialog box. Note: The Preview button does not achieve this.
