WMS Data not showing in paper space

I have imported data for a county zoning map that needs updating. Although the data has projected well onto the model space, it is showing up pixelated on the paper spaces. How could I go about this?

Yes, WMS data is typically low quality and pixelated when you zoom in.

When you zoom out, though, the resolution is OK. It's a trade-off. When zoom in it's lousy and when you zoom out it's just meh. What city are you looking at for zoning? Can you share the WMS url?

You might be better off using another source for zoning. Or see whether your city has an interactive app where you can download a zoning-ish image for your specific area. It's not your fault. The options in your workflow sound limited.
