Trouble connecting to a Web Map Service - Map 3D

Having trouble connecting to a web map service with Map 3d 2015 and/or Civil 3d 2015.  When I work through the steps to "Add WMS Connection", add the URL given by the service provider ("RLIS Discovery", Portland Metro GIS, provides access to aerial mapping, GIS data, etc), and enter login/password, it appears to be connecting to the service, but then no data/information becomes available. 

I guess I was expecting a new dialog box to open with data to select from.

Same problem trying with 2017 versions.  All software up to date, service packs installed if available.  Ideas?

Unfortunately the WMS FDO MAP 201X driver has some strange limitations !

If you can connect with QGIS, I think that there is no solution ?!

If nothing happens, check the connection message at the bottom right of your screen (Warning with an Orange triangle and exclamation mark)

To make sure you can actually connect to a WMS service try this one: http://geoint.lmic.state.mn.us/cgi-bin/wms?   (No name or password) and you should see this:
